Sorry, I should qualify that my comment was aimed at the fact that it is my OPINION that poverty, the manufacturing sector,and education are best managed at a small scale because we can't expect these issues to be fixed in the short term by any one agency or government.

I think many of these issues you list are of a global nature, and as such need a global solution.

I think instead of trying to change what we have, we first need to re evaluate what we need.

So often it is portrayed that "the western world" has to be busy keeping up with the jones' (to be seen as being upwardly mobile) and we buy into that notion and feed off of it. (I know I am guilty of having far more than I need and still end up feeling like something is missing and I must have more.)

If, as a family unit, we focused on meeting basic needs first, learning new skills and problem solving as a unit and individually, we would then be able to look beyond our own doors and think about helping others without concerning ourselves who has the most. (or who has the most need)

Could you expand on the nature of the problem please? Some information about the history of the area, such as why it fell into economic decline, its demography and so on would be helpful.

Perhaps you could use Chess as a way to facilitate educational achievement. But first, you would have to find out what motivates the children first and tailor the introduction of Chess to what interests them.
